if your a 27 waist its impossible to be a 26 in the hips, a 00 is a 33-34 hips, hips measurements are around the widest part of your butt, not around your hip bone... its pretty much impossible to be a size 8 with hips that small, try redoing your measurements, if your going extremely hardcore, and on a healthy deit, with no extra, then at fastest, 3 months, realalistically, 6 months
